- QFLP / QDLP — The qualified foreign and domestic limited partner regimes are the preferred structure for foreign capital to join Hainan equity investment and to set up "Hainan–international industrial cooperation funds".
- EF multi-functional free trade account — Integrated RMB and foreign-currency account with cross-border cash pooling, easing capital inflow and profit repatriation.
- City, county and park industrial funds — Chengmai, Changjiang, Wenchang Aerospace City and others are setting up guidance funds, forming a province–city–park three-tier system with the provincial fund-of-funds.
- The joint-fund model is proven — The China–Saudi Industrial Investment Fund (US$2 bn) and eWTP Arabia Capital (US$1 bn) show that co-establishing funds is the route international sovereign and institutional capital knows best for entering China.
- National pavilion platform — The "Korea National Pavilion" opened in Haikou in February 2026 with over 210 brands. The model can be replicated as a European Pavilion or GCC Pavilion: a concentrated showcase and landing platform for foreign brands and companies entering China.

Spotlight: gold and precious metals investment (Danzhou · Dongfang)

Risks and points to watch
- Most cross-border cooperation currently stalls at the MOU stage; manage expectations and track conversion from memorandum to signed contract.
- Cross-border capital, foreign exchange and data export must go through Free Trade Port compliance channels (EF accounts, the international "single window").
- Sensitive sectors such as nuclear power, space and germplasm resources are subject to national approval and the negative list for foreign investment.

Taking the Middle East as an example: Hainan's goods trade with Arab League countries exceeded RMB 23 bn in 2024, growing over 30% a year for three years, and around 30 joint ventures and foreign-invested enterprises from Arab League countries are registered in Hainan.
